Horowpothana Divisional Secretary (DS) area, is situated in the district of Anuradhapura and 54 km s away from Anuradhapura town. Major part of the programme area is bordered to the war-torn Eastern Province (Trincomalee district border) of Sri Lanka. More than 95% of families cultivate and earn an insufficient income. Income of 80% of families falls below the poverty line. Population is 31,838 in the ADP area. Irrigational system that surrounds the cultivated areas bears so much of importance as the harvest always depends on the water supply for paddy cultivation. Sinhalese remains the major ethnic group while Muslims form the minority. Buddhism is the main religion.

Health : Construction of toilets, medical & dental clinics, upgrading of local health institutions, emergency medical support for children, water testing facilities (clean drinking water & water filters for identified families), construction of shallow wells, HIV/AIDS awareness programmes. Income Generation : Women’s credit organization, VFL financing programme, self employment training programmes. Infrastructure Development : Roads, culverts Agriculture and Irrigation : Repair of irrigation tanks, cause ways, anicuts, agro wells. Relief : Assistance in permanent shelter construction. Community Capacity Building : Forming of children societies, Leadership training programmes (both children and Adults), Awareness programmes. Major projects WVL-USDA Integrated Farming and Sustainable Agriculture Development Project was introduced in 2006. The programme has been launched in 10 GN divisions and 385 farmer families are involved in this project.
